Paris Declaration on OER – The 2012 Paris OER Declaration was formally adopted at the 2012 World Open Educational Resources (OER) Congress held at the UNESCO Headquarters in Paris from 20 – 22 June 2012. The Declaration marks a historic moment in the growing movement for Open Educational Resources and calls on governments worldwide to openly license publicly funded educational materials for public use.

Outcome Report OER Roadmap Meeting – UNESCO’s Knowledge Societies Division, with the support of the Slovenian National Commission for UNESCO, hosted the Open Educational Resources (OER) Road Map Meeting from 30 to 31 March 2016 at UNESCO Headquarters in Paris. The Road Map Meeting discussed partnerships and strategies toward better mainstreaming OER, highlighting several initiatives and good practices around the world. Six expert working groups addressed scenarios, strategies and solutions to OER challenges: from balancing commercial interests to inclusive and equitable access across languages and cultures. Examples of best practice in OER mainstreaming were presented from Bahrain, India, Kenya and Slovenia.

OER Regional Consultations Background Paper – The Commonwealth of Learning is holding six Regional Consultations in the lead up to the 2nd World Open Educational Resources (OER) Congress in Ljubljana. This background paper lays the foundation for the project and sets the agenda for both surveys for governments and institutional stakeholders.

OER Congress Background Paper – Open Educational Resources (OER) are any type of educational materials in the public domain, or released with an open license that allow users to legally and freely use, copy, adapt, combine and share. OERs present a strategic opportunity to improve the quality of education as well as facilitate policy dialogue, knowledge sharing and capacity building. The theme of the 2nd World OER Congress “OER for Inclusive and Equitable Quality Education: from Commitment to Action”, reflects the pivotal role OER can play toward achieving the 2030 Agenda for Sustainable Development, Sustainable Development Goal 4 on Quality Education.
