To gather critical feedback and input on the current identified indicators

Background

In July 2017, UNESCO’s ICT in Education Unit completed a report entitled “Defining a Set of Indicators to Measure OER Adoption and Impact”. This document was authored by the ISKME institute and developed with the guidance of a UNESCO working group of international experts. In the next phase of the UNESCO initiative “OER Indicators for National Adoption and Impact” the work is being piloted and evaluated. This evaluation is being led by a team consisting of Dominic Orr, Ben Janssen and Fred Mulder.

Focus

This session will convene a closed (invite-only) working-group discussion focussed on the UNESCO initiative “OER Indicators for National Adoption and Impact”. It will be an opportunity for UNESCO to gather critical feedback and input on the currently identified indicators through the accompanying survey questions from the intended target audience (ministers, directors, and heads in the ministry).

The key question to be addressed in the session: what should be modified or changed to assure that the questions being used to obtain the key data have the right focus and can feasibly be answered by national administrations across the world?

Before this session, a global evaluation survey was launched focusing on three evaluative criteria:

  • An understanding of the individual questions (i.e. does the survey use appropriate terms and phrases? Is it clear what the scope of the questions are?)
  • Relevance to OER developments in their country (this criterion includes the idea of global comparability)
  • Data availability (now and in the future)

The first results of this survey will be presented at the start of the session as input for the discussion.

The expected outcome of this working group is a fair and constructive assessment of what is needed in order to progress from piloting this initiative to a future global rollout.

Overall time: 90 minutes

Participants  

The working group will consist of approximately 30-40 selected experts, who are knowledgeable in the field of education and governance as well as data collection in their own country. They may be close to or within the ministry. Participants are expected to provide input and constructive feedback on assuring the feasibility of the OER monitoring initiative in the context of data collecting and monitoring.

  • (10 minutes) Presentation of evaluating and piloting exercise by Dominic Orr and Ben Janssen
  • (45 minutes) Active participation: To this aim, participants will break up into 3 groups (assigned randomly) and discuss the survey questions with a focus on their relevance and feasibility. This session will be facilitated by the team of evaluators (Dominic Orr, Ben Janssen, Fred Mulder)
  • (15 minutes) Presentation of main conclusions: Dominic Orr, Ben Janssen, Fred Mulder. Session moderated by Fengchun Miao
