Enhancing the understanding of the potential of OER to improve the relevance and quality of TVET and to expand access. Key policy directions for the development of OER in TVET will be shared.

This session will convene a workshop to inform about and discuss issues related to OER in TVET. The area of vocational education has thus far mostly been neglected when it comes to OER and MOOCs. UNESCO-UNEVOC has engaged in a new initiative to support UNESCO member States and UNEVOC Network members to stimulate the development of OER in the field of TVET with the aim of bridging education and work, reinforcing employability of learners, and fostering.

  • Borhene Chakroun is the Chief of Section of Youth, Literacy and Skills Development at UNESCO, Paris. Mr Chakroun is, among other activities, leading UNESCO’s TVET policy reviews in different countries.
    During the 90’s Mr Chakroun worked as a chief trainer, TVET project manager as well as a short-term consultant for the European Union (EU), World Bank and other international organizations. Mr Chakroun joined the European Training Foundation (ETF) in 2001 and worked as the Senior Human Capital Development specialist and Team leader of the EU funded regional project Education and training for Employment (MEDA-ETE). Mr Chakroun holds a Ph.D. in Education Sciences from Bourgogne University in France, and his academic work focuses on the certification and validation of prior learning.
  • Dr. Robert Schuwer is Professor Open Educational Resources at Fontys University of Applied Sciences, School of ICT in Eindhoven. He is responsible for initiating Open Educational Practices and research around this. In September 2016 the chair was designated UNESCO Chair on Open Educational Resources and their Adoption by Teachers, Learners and Institutions.
  • Ben J.P. Janssen is founder and director of Open Ed Consult, a research and consultancy organization applying the notions of Technology Enhanced Learning and Open Education to solve problems in education and training.
